Europe felt a moment of respite on Monday, as the crisis sparked by the presentation of a new 28-point plan for achieving ceasefire appeared – temporarily – to have been contained. A Washington representative spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, the Kremlin made its response: another massive barrage of aerial bombardment on Kyiv.
The Rhythm of Diplomacy and Destruction
The succession of contrasting events captured the harsh reality of the current period. By day, negotiation efforts are fought: optimistic declarations are released from multiple capitals. Immense energy is allocated on restraining specific proposals. By night, Russian leadership forcefully demonstrates the world that, for them, war remains the primary tool for achieving "peace".
Nocturnal Warfare
As Russia's attack unfolded into the early hours of Tuesday, the present situation of Ukraine's vulnerability was revealed. Ukraine is capable of detecting missile launches from across the border, a capability afforded by up-to-date information. From vantage locations, military aircraft that had been deployed to intercept incoming aerial threats streaked across the sky – sophisticated military planes delivered to Ukraine by European allies.
Shortly after, Kyiv's missile defense thundered: several firings targeted at a Russian ballistic missile. This was a modern interception technology at work, presumably supplied through partner states. Every launch creates sudden vibrations, shaking the windows. The instant of fear quickly transforms into grim resignation: perhaps the incoming missile won't strike its target this time, protecting urban areas from devastation and further power outages.
Continuous Dangers
Soon after, a large-caliber weapon engaged a drone close by, part of a mobile-fire group – almost certainly imported technology. Regrettably, the projectiles didn't strike the opposing UAV – it maintained course toward its destination.
Periodically, this carried on until dawn. Kyiv greeted the early updates: several casualties, destruction and utility failures in many homes as a result of the evening attack. As customarily, everyone still continued their routines – enduring hostilities. But those entire period encapsulated Ukraine's vital need on external assistance – a dependence that European nations are demonstrably unable to fill in the immediate future.
Ineffective Peace Efforts
The 28-point plan from US administration generated strong feelings, discussion and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have experienced comparable situations, after earlier high-level meetings and multilateral gatherings.
Every new proposal from Washington adheres to the identical sequence: a diplomatic cavalry charge against Ukraine, which Kyiv, with allied governments, manages to fend off. They manage the tension but never actually win the battle. This trend will, undoubtedly, endure.
Political Considerations
It is convenient to criticize certain parties of persistently promoting Russian terms. But that does not seem to be the whole story. Washington operates on a principle well known to experienced diplomats: you cannot secure via talks what you have been unable to protect through force. The American government presumes that it is unrealistic to pressure the Kremlin to abandon the territory that it currently occupies in Ukraine's occupied territories.
The problem is that while recognising this factual reality, American administration does little to deter Moscow, through diplomacy or military means, from believing that the current condition will not change more in its advantage in the months ahead.
Conflicting Perspectives
Therefore, Russian leadership is certain that the clock favors them – that Ukraine and its allies are nearing depletion. Their incentive to accept conditions that does not give them the greatest potential benefit is virtually nonexistent. There may be many attempts to stop fighting, but they will carry on as long as Russia's government remains supremely confident in the result.
On the contrary, Ukraine's government believes that Ukraine can still hold out, gradually sacrificing lives and land but averting a total frontline collapse until conditions improve in its advantage.
Present Conditions
Factually, there are no real preconditions for a truce. Now, subjective factors are becoming relevant: political desires to broker a ceasefire and obtain worldwide acknowledgment, and Ukrainian leadership's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the flag against any plan Kyiv finds unworkable, so that their focus does not shift toward homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains quite doubtful that this will modify their basic position.
These conflicting dynamics are influencing discussions.
Conclusion and Outlook
It took a only one week to kill the proposed articles of the most recent proposal. Aggressive and erratic handling of the matter by American leadership, opposition by Ukraine and the rest of Europe, along with soothing efforts of negotiators, and finally, latest revelations, all did their job.
While new proposals based on old ideas are imminent, Kyiv, London and other Western governments should draw one fundamental conclusion: Ukraine and Europe will only be able to resist diplomatic offensives from Washington that are based on Russian demands and show certain reluctance to alter the situation, if they remain united and improve their protective measures at a significantly accelerated rate. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's ability to defend against evening bombardments will, for the coming months, mainly require ongoing international assistance.
